Project Manager
Job Description
Purpose of Job:
The Project Manager is based on site and will report directly to a Divisional Manager. He is totally responsible for the Management and successful completion of the Project(s) under his control.

In the day-to-day operation of a site, the Project Manager will manage one or a combination of the following elements:

• Prepare programme of works showing all resources required.
• Develop BOQ based on drawings and specifications.
• Ensure drawing register and the necessary contract drawings are prepared and available on site.
• Maintain contract specification document on site.
• Maintain full set of contract documents on site.

Duties and Responsibilities:

LABOUR, EQUIPMENT & MATERIALS

The Project Manager will be responsible for the managing of:

a. Labour

• Prepare project organizational chart for each project.
• Develop manpower, materials, machinery and equipment schedule.
• Prepare a cash flow forecast.
• Ensure the total labour force on his Project is employed productively.
• To forecast requirements for labour, discuss and agree all labour requirements with the line manager to ensure that labour costs relate to tender allowances.
• Inform HR Department regarding the labour requirements.
• On arrival allocate the workmen accordingly, as per the company policy for training and development; recognize employees with potential who once trained could assume additional responsibilities.
• Limit the amount of hired labour on site. Where hired labour is inevitable, the Project Manager must endeavor to limit cost incurred.
• To monitor time and attendance of all reports
• Ensuring the completion of the project as per the required standard in accordance with the daily, weekly, monthly work schedule.

b. Equipment

• An equipment required schedule is drawn up at the commencement of the Project and issued to the Purchasing Department to facilitate scheduling.
• The Logistics Department is notified when an item of plant is due to be off-hired. If for any reason an item of operator plant is to remain on site once it has been off-hired, the Project Manager is to ensure the Operator leaves site and reports to Head Office.

c. Materials

• All materials required for the contract should be approved by the GM and Finance Manager and are requisitioned through the Purchasing Department at least 7 days prior to any requirement on site.
• Materials to be quantified to minimize waste.
• Material approvals register to be kept on site.
• All materials to be used on a contract have been submitted for and have received written approval by the Consultant or the Client.
• When placing bulk orders for materials, the order contains limiting quantities.
• Upon receipt of any materials on site, the pink copy of the Local Purchase Order is signed and dated and returned to the DLC Accounts Department within two days.
• The Project Manager is responsible for any stock received on site.
• If any stock is received into a project warehouse on site the Project Manager should ensure that the necessary controls are put in place to protect the company from experiencing any financial loss.
• Regular stock takes should be scheduled by the Project Manager – official audits conducted by accounts should just be a routine exercise.

2. SUB-CONTRACTORS

• To ensure all Sub-Contract are placed at the earliest possible date.
• To reviews all Sub-Contractors Conditions of Contract, and highlights those which are unacceptable with Line Manager.
• Once a decision has been made as to the awarding of a Sub-Contract; all other competing contractors should be inform regarding their unsuccessful bid.
• An initial Sub-Contractor kick off meeting is held where various issues pertaining to the Sub-Contractor’s performance will be discussed and minuted. These minutes will form part of the subcontract agreement.
• To notify sub contractors regarding relevant variations and instructions issued by the Architect/Engineer and provide them with copies off applicable revised drawings.
• To conduct regular meetings for progress of sub contractor
• Ensure that Sub-Contractors are not do be dealt directly with the Client/Architect/Engineer or Quantity Surveyor with his permission.
• Failure of Sub-Contractor performance an immediate action should be taken as per the ‘terms of contract’, all the concerned people should be notified accordingly in order to recover the additional costs and overpayment. All the Sub-Contract should be cancelled with General Manager’s approval only.
• Ensure that payment terms with subcontractors are favourable and in relation to contract payment terms.

3. PLANNING AND PROGRAMMING

• All orders are placed in good time to prevent any delays to the programme and in case of any delay the Project Manager must notify the Consultant (in accordance with the contract requirements). All delay notices are to be discussed and approved by the General Manager prior to being issued.
• Variations to be priced and approved before any work start on site – adjustments to resource planning to be done based on the value and scope of work of the variation.
• The standard Company progress report is completed and given to the Consultant at each site progress meeting.
• Daily, weekly, monthly work schedules should be kept up to date.
• Any instruction issued has to be confirmed in writing before any action is taken/cost is incurred.
• PM’s should be sure that the company will be paid for any work carried out by them/cost incurred.

4. SAFETY AND QUALITY

• Organise sites so that work is carried out to the required standard with minimum risk to employees, equipment and materials, and issue work method instructions in written form.
• Must have the knowledge for broad requirements of the Dubai Municipality and Civil Defense requirement, and all relevant acts, Regulations and Codes of Practice and instruction pertaining to safety in the United Arab Emirates.
• Execute the risk assessment for personal protective clothing and educate the employees accordingly.
• To ensure all relevant acts, Regulations and codes of practice are observed on site; ‘competent persons’ appointed to inspect scaffolding, excavations and lifting appliances have sufficient knowledge to carry out these inspections effectively.
• Report all injury accidents and dangerous occurrences as detailed in the in-company safety procedures; investigate and notify the Safety Department.
• Ensure that written safety systems of work are produced, approved prior to work commencing and then implemented wherever necessary.
• To ensure that the Sub-Contractor receives and understands the rules appertaining to the site.
• Check all machinery and equipment, including power and hand tools are maintained in good condition
• Accompany the Company Safety Officer on site visits and act on recommended actions made.
• Co-operate with the visiting Safety Officer, discuss current and future hazardous operations, establish procedures and act on the Safety Officer’s recommendations.

5. COST CONTROL

The Project Manager is responsible for the profitable execution of this contract. He is totally responsible for the minimizing of costs incurred and must: -
1. Through the monthly Profitability meetings discuss any unsatisfactory sections of his project with his Divisional Manager and Finance Manager.
2. Actively manage all cost relating to the labour, equipment and material costs for his project and ensure he is in agreement with them prior to inclusion in the cost to the Project.
3. Agree together with the Quantity Surveyor the system of recovery for preliminaries and the usage factor and purchasing budget for all materials.
4. Ensure through monthly bulk material reconciliation’s that estimated material wastage’s are not being exceeded.
5. Monthly invoicing for work carried out to be given to QS on the 25th of each month.
6. Invoices have to be accurate and all costs incurred to be included.

6. CLIENT AND PUBLIC RELATIONS

• At all times put forward a positive, reliable, helpful and efficient image to those with whom he is in contact.
• Endeavour to leave a satisfied Client and Consultant on completion of every contract.
• Ensure that every contract is an advertisement for the company.
• Keep in close touch with any new projects or developments being undertaken by the Clients and Professionals with whom he is in contact and bring these to the attention of the Chief Estimator/General Manager.
• Bring all complaints or comments from members of public to the attention of the General Manager and give them serious attention and take the required action.
Desired Profile
• Bachelor’s degree in Engineering (Civil) or equivalent

• Computer literate

• 5-10 years experience in swimming pools & water feature.

• Excellent MEP knowledge

• Excellent ability to interpret drawings, specifications and contractual documents

• Commercial, contractual and engineering acumen.

• Good spoken and written English.

• To plan, programme, workforce, material and procurement to achieve a timely contracts completion.

• To manage his site team, subcontractors and suppliers in a quality and cost effective manners.

• Knowledge of local regulatory bodies (D.M.). Ability to work independently and as a team player and handle multiple projects in a fast paced construction scenario.
